Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are released from different nations. Considerable effort is devoted on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from across the border, a capability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's critical military reliance on international aid – a reliance that European nations are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new approach from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its favour in the near future.
Divergent Views
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a total frontline collapse until situations evolve in its favour.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
